A custom mural shipped from a US printer is not automatically subject to Canada’s 2026 surtax. The amount depends on the finished product’s tariff classification and customs origin, while GST, customs clearance and carrier fees are separate cost questions.

As of October 2026, Canada charges a surtax of 15%, 25% or 50% of the value for duty on listed goods originating in the United States. The measure took effect September 8, 2026 (United States Surtax Order, 2026).

For wall murals, the substrate matters:

  • Vinyl wall and ceiling coverings classified under tariff items 3918.10.10 or 3918.10.90 are listed at 50% when they are US-origin.
  • Printed pictures, designs and photographs classified under tariff item 4911.91.00 are listed at 50% when they are US-origin.
  • Paper wallpaper under heading 4814 is not on the surtax list.

Those distinctions make “wall mural” too vague for a reliable landed-cost calculation. A self-adhesive vinyl graphic, a paper wallcovering and a printed decorative panel may look comparable online, but customs may not classify them the same way.

Classification and origin determine whether the surtax applies

Customs classification describes what the imported product physically is, while origin establishes where it is considered to have been produced under the applicable rules. The seller’s address and the parcel’s shipping point do not settle either question.

A US-made mural shipped from a US facility may be subject to the surtax if its tariff item appears on the applicable schedule. A mural made elsewhere and fulfilled from a US warehouse is not automatically US-origin. Conversely, US-origin goods remain subject to the measure when shipped from another country.

Whether the measure applies depends on classification and origin under the CUSMA marking rules, not simply on the seller’s location (CBSA Customs Notice 26-23, 2026).

When requesting a quote, ask the vendor to identify:

  • The face material and backing material
  • Whether the product is paper, vinyl, textile, plastic film or another material
  • Whether adhesive is factory-applied
  • The finished form in which the mural will cross the border
  • The proposed Canadian tariff classification
  • The declared country of origin
  • Whether installation tools or accessories ship in the same package

Importers should have the classification confirmed by a customs broker. A marketing description or an invoice line reading “custom wall graphic” is not enough to determine the customs treatment.

How the 2026 border costs are calculated

The surtax is calculated on the mural’s value for duty, not necessarily the full amount shown at online checkout. GST is then charged on the value plus the surtax, while brokerage and similar service charges are added separately.

The CBSA provides a useful illustration. On a $150 item subject to a 25% surtax, the surtax is $37.50 and GST is calculated on $187.50, producing $46.88 in combined surtax and GST. At 50%, the same $150 value produces $75 in surtax and $11.25 in GST, or $86.25 together (CBSA Customs Notice 26-23, 2026).

That example illustrates the calculation only. It does not establish the correct classification or rate for a particular mural.

  2. Currency conversion or card charges
  3. Transportation and insurance
  4. Any applicable surtax
  5. GST and other applicable Canadian taxes

Not being listed does not make a US order border-free. It remains a commercial import requiring a Canadian customs entry, and the receiver may still face GST, currency conversion, brokerage, clearance fees or a customs delay.

Vinyl wall and ceiling coverings

Vinyl products are often considered for retail, hospitality and commercial interiors because different constructions can offer cleanability, durability or easier installation. As of October 2026, US-origin wall and ceiling coverings under tariff items 3918.10.10 and 3918.10.90 are listed at a 50% surtax.

Before ordering, confirm whether the product is removable, repositionable or intended as a permanent installation. Also verify compatibility with painted drywall, concrete, glass or other intended surfaces. Compare totals in Canadian dollars

Convert the product price into Canadian dollars and add estimated transportation, applicable surtax, GST, brokerage and installation. Leave room for possible storage or correction costs if documentation is incomplete.

Plan for installation risk

Request panel maps and installation instructions. Verify wall measurements at each location, including doors, outlets, columns and changes in ceiling height. A small measurement error repeated across a national retail rollout becomes an expensive problem.
